WHO IS NEIL PRAKASH:

- Considered the most senior Australian operative in IS

- Melbourne-born convert to Islam; also known as Abu Khaled al-Cambodi

- Left Australia for Syria in 2013

- Accused of recruiting would-be terrorists

- Appeared in IS propaganda videos calling for attacks on Australia and the US

- Arrested in October 2016 trying to cross from Syria to Turkey on false documents

- The US believed he'd died months earlier in a drone strike in Iraq

- Remains in a Turkish prison on terror-related charges

- Admits calling for attacks in Australia but says he wasn't "100 per cent responsible" and that IS made him do it

- Linked to a failed Melbourne plot to behead a police officer on Anzac Day in 2015

- Also linked to Numan Haider, who was shot dead after stabbing two police officers outside a Melbourne police station in 2014

- Had his Australian passport cancelled in October 2014

- In international arrest warrant issued against him in August 2015

- Subject to a formal extradition request from Australia
