Prime Minister Malcolm Turnbull must draw a line in the sand on the GST to prove he's different to Tony Abbott, Queensland's premier says.

After months of praising the new PM, Annastacia Palaszczuk's honeymoon with Mr Turnbull has ended after leaked papers prepared for Friday's Council of Australian Governments meeting canvassed possibly changing the GST and the Medicare levy.

Ms Palaszczuk, a staunch opponent of GST changes, says voters and taxpayers she has spoken to don't want it.

"Tomorrow's meeting is a line in the sand, a line in the sand for Malcolm Turnbull. Is he the same as Tony Abbott or is he different?" the premier said.

"The GST is simply not on, people don't want it."

However, Queensland Treasurer Curtis Pitt on Wednesday expressed interest in the idea of states getting a larger share of income tax to fund services.

Ms Palaszcuzk also supports a proposal, floated by Victorian Premier Daniel Andrews, to incrementally raise the Medicare levy to pay for healthcare.

Despite railing against any GST change, the premier couldn't suggest any alternative way to fund other priority areas like infrastructure and education.
