LEAKED DRAFT PLAN - HOW THE QUEENSLAND GOVERNMENT COULD BOOST THE ECONOMY:

ECONOMIC POLICY

- Increase GST to offset abolishing payroll tax and ensure all GST collected in Queensland comes back to the state

- Hold budget growth at inflation for three years

- Create a sovereign wealth fund

- Stop lending to councils to spur bank growth

- Make Queensland a stock and bond trading location

- Give start-up businesses rent-free government property to operate in Brisbane

- Investigate government business outsourcing contracts to local businesses

INFRASTRUCTURE

- Build a second southeast Queensland airport

- Build a major highway from Cairns to Weipa

- Build another water storage dam in southeast

- Expand busways in Brisbane

- Mothball desalination and water recycling plants and build more water treatment plants

- Increase building height limits

TRANSPORT

- Scrap vehicle registration fees and introduce a congestion tax

- Remove transport subsidies to unprofitable businesses

- Lift the limit on taxi licenses

- Alter regulations to allow water taxis in Brisbane

EDUCATION

- Allow private companies to sell food and advertise in schools

- Subsidise Aboriginal students in boarding schools

- Set up an Asian sister school for every school in the state

REGIONS

- Relocate existing universities to the regions to create university towns

- Move race tracks out of Brisbane

OTHER

- Introduce daylight savings

- Reduce tax and regulation on the rum industry
