Queensland budget's winners and losers

HOW THE BUDGET AFFECTS QUEENSLANDERS:

WINNERS:

* INNOVATION: $180 million for the Advance Queensland program, to help create high-tech jobs, drive industry research and boost entrepreneurship

* DOMESTIC VIOLENCE VICTIMS: $31.3 million over four years for domestic violence prevention, including two crisis shelters in Brisbane and Townsville and a national campaign to reduce violence against women

* FARMERS: $52.1 million over four years for a Drought Relief Package, which includes freight subsidies and emergency water infrastructure rebates

LOSERS:

* TOP TEACHERS: $180.5 million over three years cut from Great Teachers = Great Results initiative, which rewards high-performing teachers and principals with bonuses and higher pay

* CAIRNS TOURISM: Cairns Shipping Development Project, to upgrade Port of Cairns to accommodate mega-class cruise ships is axed, saving $32.5 million

* HOUSEHOLDS: No sweeteners or cost-of-living relief included in budget for family households.
