Witnesses have described the "scary" moment when an erratic driver mounted a footpath and hit a pedestrian in Port Melbourne last night.

Police were called to Esplanade East and Rouse Street about 7.10pm after several calls for assistance.

Footage captured by a witness shows the stolen car speeding down the footpath, mounting the curb before fleeing the scene.

Police said CCTV footage suggests a man was hit by a car but was not seriously injured.

He appeared to have walked away from the scene alongside a woman before police arrived.

The man and woman have yet to come forward to authorities.

One witness described the "crazy" moment the driver began speeding on the footpath.

"I was just sitting on my lounge, watching a bit of tv and I heard a massive bang," he said.

"I popped straight onto my balcony and sure enough there was a car chasing a bloke, he was duking and diving."

"(The driver) waited and then he went over the road island, and took off.

"It was madness."

Police are treating the incident as a "targeted" attack and believe the people were known to each other.

The driver remains on the run.
