Malcolm Turnbull says the upcoming G20 leaders' meeting comes at a critical time as he pushed his case for his government's budget policies.

The prime minister pointed to an International Monetary Fund document - prepared before the September gathering in Hangzhou - saying it urges governments to deliver on reform commitments essential for growth.

"In that context, the G20 meeting ... comes at a critical juncture - these are volatile times in the global economy, presenting challenges that require a clear-eyed understanding of what makes the economy work, what makes businesses invest and hire," he told the CEDA gathering in Melbourne on Wednesday.
