Top cop is owed an apology: report

A report into the NSW police bugging scandal has found Deputy Commissioner Nick Kaldas is owed an apology.

Mr Kaldas last month launched a scathing attack on Ombudsman Bruce Barbour's handling of an investigation into a phone bugging scandal that reached the highest levels of the NSW Police Force.

Mr Kaldas, who labelled it an attempt to silence him, was one of more than 100 police allegedly spied on more than a decade ago as part of a covert internal corruption investigation, in an operation run by his colleague and current Deputy Commissioner Catherine Burn.

According to media reports, the inquiry's report which is due to be tabled in the NSW Parliament on Wednesday, will recommend that the state government issue a formal apology to Mr Kaldas.

It also says Commissioner Andrew Scipione should have done more to get to the bottom of the issue when he was appointed commissioner in 2007.
