A young Sydney man accused of breaching terrorism control orders by watching proscribed YouTube videos has failed to convince a NSW Supreme Court judge he should be released on bail.

Ahmad Saiyer Naizmand, 21, allegedly breached court orders imposed in 2015 by viewing videos that depicted Islamic State propaganda, explosives, suicide attacks, bombings or terrorist attacks.

Naizmand had applied to be released from a top-security remand facility in Goulburn but on Monday Justice Ian Harrison found he had failed to clear the "exceptional circumstances" hurdle as required under Commonwealth bail laws.
