NSW Labor vows to boost preschool access

NSW Opposition leader Luke Foley has promised affordable preschool during his keynote speech at the NSW Labor conference.

Under a state Labor government, every four-year-old would be entitled to at least 15 hours of affordable preschool every week, Mr Foley told more than 800 Labor delegates in Sydney on Sunday.

He also promised to make second language learning compulsory in all preschools.

NSW has the highest preschool fees in the country at a median of $43 for two days after subsidies, Mr Foley said.

He says preschool educators and others in the sector will be consulted to develop a detailed plan.

The Labor leader said it was his most important announcement since becoming leader.

"(It's) something you will hear me talk about again and again," he said to cheers from the audience.

He promised that every primary school student will learn a second language under the plan.

"(It) improves overall academic performance. We've fallen behind in the bilingual stakes," Mr Foley said.
