Winners and losers in the NSW budget

WINNERS

* Parents: subsidised pre-school for three-year-olds, $100 rebate for creative activities for children outside of school and a $150 "baby bundle" for new parents

* Aspiring tradies: 100,000 fee-free apprenticeships over the next four years

* Patients: almost 1000 more nurses and midwives, 300 more doctors and 750 new paramedics and call staff over the next four years plus 40 new and upgraded hospitals including a $740 million investment in Liverpool Hospital

* Drivers: some parking fines reduced by 25 per cent, 40 per cent cheaper caravan registration and registration waived for regular toll users

* Businesses: lift in payroll tax threshold to $1 million meaning more than 5000 businesses save $881 million over the next four years

* Teachers and students: more than 880 new teacher positions, $500 million over five years for air-conditioning in up to 1000 schools and $160 million this year to tackle the school maintenance backlog

LOSERS

* Public service: departments and agencies have to find an extra $1.6 billion in savings over four years.

* Seniors: the state's fastest-growing population group will get little more than $8.8 million for elder abuse services, technology training and an expanded seniors card program

* Climate: no specific funding to reduce emissions or address climate change

* Online betting agencies: all Australian-based wagering operators will pay a 10 per cent tax on all online bets which is expected to raise about $100 million a year
