Laws that strip jailed murderers and child sex abusers of any second chance at a working-with-children clearance have passed the NSW Parliament.

The new laws were promised after it emerged that several violent criminals had been refused the right to work with minors in NSW but had managed to successfully appeal those decisions despite objections from the Children's Guardian.

"Most people will agree that convicted criminals who have committed serious sexual or violent offences against children and who have served jail time should never be allowed to work with our children," Family and Community Services Minister Brad Hazzard said on Thursday.
