NSW Premier Mike Baird says it's too early to say a government-funded de-radicalisation program has failed, despite an enrolled teenager being accused of an Anzac terror plot.

The 16-year-old boy had been part of the police program since last May after coming to attention for allegedly being in contact with Islamic State recruiter Neil Prakash, according to the ABC and News Corp Australia.

"I don't think you can say any program is a failure because it's very early days," Mr Baird said on Wednesday.
