The federal government is not putting a "numerical target" on public service numbers, having cut staff to Howard-era levels.

The budget shows the number of public servants, excluding military and reserves, was estimated at 167,411 for 2014/15 and 167,340 for 2015/16 compared to peak of 182,505 under Labor and 167,586 in the last full year of the Howard government in 2006/07.

Finance Minister Mathias Cormann told a Senate committee on Thursday efficiency reviews of government agencies "may lead to further adjustments to staffing levels but we are not putting a numerical target on it".
