Nationals to thrash out policy direction

MOTIONS UP FOR DEBATE AT THE NATIONALS' FEDERAL COUNCIL

* All people under 35 on Newstart, Youth Allowance and Parenting Payment should be on a cashless debit card.

* Create an agricultural visa for farmer workers and a regional work visa targeted at specific job categories.

* Station stoops permanently in northern Western Australia to pursue strong defence of northern Australia

* Oppose returning 450 gigalitres of water to the environment in the Murray-Darling Basin. The government is returning the water provided there is no negative social or economic impacts.

* Develop a zonal taxation incentive system in the regions to encourage investment.

* A real-time monitoring system for addictive drugs.

* Primary industry education taught to all students up to year seven.

* A national body to investigate and implement strategies to improve women's safety.

* Encourage the ABC to invest 30 per cent of staff and resources in regional Australia with a strengthened obligation to provide unbiased and independent reporting.

* Review of penalties for drug dealing and manufacturing.

* A referendum to change the constitution to enshrine property rights including the need for just compensation when government acquires property.

* Government support for building low emissions coal-fired power stations.

* Allow the development of sustainable nuclear energy.

* Establish the national space agency in regional Australia.
