Motoring groups want user-pays system

Sydney motorists would pay more depending on how much their car weighs, where it's located, and the time of day it's driven, under a new user-pays system being proposed by industry groups.

Motoring groups and Infrastructure Partnerships Australia (IPA) say Sydney drivers could pay up to 20 cents a kilometre under the "Universal Road User Charging" model, the Daily Telegraph reports.

The groups have called for a trial of the system in a paper to be released on Tuesday, the newspaper says.

The groups are urging the federal government to consider it as a way to fund infrastructure.

IPA chief executive Brendan Lyon said the move was aimed at a more efficient collection of revenue, and was not about charging motorists more.

Prime Minister Tony Abbott has reportedly ruled out directly charging motorists to use suburban roads following a recent draft Productivity Commission report.

The NSW government has also previously ruled out introducing a congestion tax in Sydney.
