Treasurer Scott Morrison won't be watering down his planned changes to superannuation, estimating those who have already made over $500,000 in non-concessional contributions would have an overall super balance of $2 million.

The government is facing opposition to its suite of super changes which would put a $500,000 lifetime cap on non-concessional contributions, but Mr Morrison says those who have already exceeded this amount on average have put in $700,000.

"I can't see the argument which says in this environment ... we should allow another $500,000 on top of that," Mr Morrison told ABC radio on Wednesday.
