Police found drugs, deal bags and cash in an early morning bust at a Victorian school leavers hot spot.

One man was arrested and another was on the run after police pulled over a car in Lorne, a popular Great Ocean Road destination 150 kilometres south-west of Melbourne, about 1am after they noticed the driver acting suspiciously.

The 20-year-old driver, from Anglesea, was arrested at the scene while his passenger fled on foot.

Police said they searched the red Hyundai and found a "significant" amount of methamphetamine, ketamine, cannabis, deal bags and cash inside.

The driver has been interviewed but is yet to be officially charged by police.

The beachside locations of Lorne and Torquay are popular destinations for celebrating school leavers, with thousands estimated to have descended on the region in recent days.

Schoolies week officially started on Saturday and ends on December 8.
