Bill Shorten says it's more likely Malcolm Turnbull will be able to form government.
Asked whether he conceded the election, the Labor leader told reporters in Perth he would wait for the vote count to be concluded.
"I think we have to wait and see but it is more likely that Mr Turnbull may well fall across the line," Mr Shorten said.
