Less than three weeks to go: This week's Victorian election pledges

Daniel Andrews' first week on the campaign trail has not gone to plan.

Hecklers, reports of another corruption probe, a family car crash from 2013 and even the stairs that broke the Premier's back dominated front pages.

Three weeks from polling day, the latest Newspoll had Labor and the Coalition's primary vote tied on 37 per cent.

Here's a quick recap of everything that's happened last week.

Labor

Now, $15 million isn't a lot of money for a government to throw around.

But in the face of a growing $167 billion debt, Daniel Andrews' deal to sponsor Australia's netball team was equally praised and derided.

Much of the controversy stems from the deal the Diamonds fumbled.

Gina Reinhart withdrew her $15 million offer after players raised concerns about racist comments made by her father in 1984.

Parodying Sharon Strezlecki, Daniel Andrews posted, "Here if you need, Aussie Diamonds."

Visit Victoria's logo will replace that of Hancock Prospecting for four years and, as part of the deal, secures the Super Netball Grand Final in Melbourne for 2023.

Regional Victorians scored their big win on Wednesday.

Daniel Andrews promised to cap V-Line fares to $9.40; which is the same price an adult would pay for a daily Metro fare.

The Coalition has previously pledged to halve all V-Line fares meaning, regardless of who wins on November 26, regional train travel is going to get cheaper.

The rest of the Premier's week was spent making smaller announcements that were somewhat overshadowed by reports he'd been quizzed as part of a four anti-corruption investigation:

• $20m to improve animal welfare, access low-cost vets, improve 22 dog parks and build six new ones in Melbourne
• $4m to give apprentices access to mental health support

Daniel Andrews rounded out the week with promises to acquire eight new PET scanners for the state, which are used to "find and monitor the spread of cancers, diagnose heart disease, brain disorders and other conditions."

The Premier also pledged to establish a Victorian Veterans Card which no other state has.

The card would offer discounts and freebies to 90,000 veterans including"

• $100 off rego of one vehicle
• Free public transport use on ANZAC + Remembrance Day
• Free boating + fishing licences
• Free trailer and caravan rego

Unfortunately, taxpayer funded staff at the Department of Transport said yes to a request to scrutinise the Opposition's $2 transport pledge.

An of the politicisation of the public service that is currently being investigated by Victoria's Ombudsman.

Liberal/National

Matthew Guy started his week with one big promise: Free, healthy lunches for every student in public schools.

It would start as a $30 million trial in a selection of schools that haven't been numbered or named, on the promise of saving families up to $5000 a year.

The Liberal leader says it'd cost taxpayers $200 million a year once available to every state school in 2026.

Mr Guy's cash splash didn't stop there. He promised:

• $500 dental vouchers this week to "up to 32,000 Victorians needing priority dental treatment"
• $200 vouchers for school students (for the next two years) to participate in sport.
• $10m for gymnastics clubs and a revamp of the state gymnastics centre

First home buyers were told they can save up to $55,000 in 2023, under a plan to "pause" stamp duty for those who purchase a home worth less than $1,000,000.

The government insists Matthew Guy won't be able to keep that promise because "current stamp duty concession rates are legislated."

The Coalition also pledged $40m a year to establish 45 new or expanded bus services across the state and $300m to shelve the proposed Mernda Community Hospital and deliver stage one of the Plenty Valley Hospital.

Facilities at the hospital would include:

• 100 hospital beds;
• an urgent care centre with a dedicated children's treatment area;
• general surgical facilities;
• a day surgery centre;
• a maternity ward;
• specialist radiology, imaging and pathology diagnostics;
• day medical services including renal dialysis and chemotherapy;
• geriatric support and assessment including a transition care program (TCP);
• specialist palliative care unit;
• a community public dental clinic;a 750-space carpark for staff, patients and visitors;
• the full range of community health services that the now repurposed community hospital would have provided, including mental health support
