Independent Senator Glenn Lazarus is willing to negotiate on contentious budget proposals if he can get support for action on coal seam gas mining.

"I'm prepared to nearly do anything," the Queensland senator told ABC radio on Thursday.

"I just feel so strongly about this issue."

The former rugby league legend has already warned he'll shirt-front Tony Abbott about action on CSG, and will soon present the prime minister with a petition with more than 55,000 signatures calling for a royal commission into its impacts.

"I'm absolutely determined to make sure he understands that ... a lot of people do not want CSG mining to continue."

Senator Lazarus also wants a resource ombudsman to allow people to air their grievances about CSG.

But while he's prepared to trade and negotiate support for various measures in the Senate, such as child care or paid parental leave, he said he won't budge on reducing the renewable energy target or deregulating university fees.
