Laughter ban has MPs cackling

A hilarious crackdown on laughter in Parliament has sparked the heartiest cackles of all.

In one of the silliest moments in recent political history, House of Representatives Speaker Bronwyn Bishop has essentially placed a ban on laughing in Question Time.

During a particularly raucous session yesterday, Ms Bishop kicked a Tasmanian Labor politician out of the parliament for laughing.

"We seem to have a new tactic of having an outburst of infectious laughter, which I suspect may become disorderly, and I suspect it might begin with the member for Franklin," the Speaker told the parliament.

"The member for Franklin is warned."

The shadow finance minister Tony Burke stepped forward to challenge Ms Bishop on her ruling.

"Are you ruling people out of order because they're laughing?" Mr Burke asked her incredulously.

After telling Mr Burke to sit back down, Ms Bishop then ordered member for Franklin Julie Collins to leave the chamber "on 94A".

Standing order 94A allows the Speaker to kick an MP out of the parliament for an hour for disorderly conduct.

"You can regard yourself as universally warned," she told the laughing Labor caucus.

Ms Bishop then booted out Labor members Terri Butler, Pat Conroy, Mark Dreyfus, Chris Bowen, Brendan O'Connor, Matt Thistlethwaite and Nick Champion.
