Labor announces $10b infrastructure plan for Australia

Opposition Leader Bill Shorten will use a speech in Brisbane today to announce a Labor government would fund 10 major projects, including a rail line to Sydney's new Badgerys Creek airport, using a $10 billion infrastructure fund.

This morning, opposition infrastructure spokesman Anthony Albanese poked fun at Prime Minister Malcolm Turnbull's image as a friend of public transport, saying the government has yet to pledge any cash to back it up.

"It's one thing to take selfies when you're hunting down an elected prime minister ... it's another thing to actually fund projects," he told ABC radio.

Mr Albanese believes it makes sense to fund rail to the area even if the airport wasn't there.

Labor has also committed to the Gold Coast light rail, Brisbane cross-river rail, Ipswich motorway and Melbourne Metro.

The $10 billion would go to Infrastructure Australia to provide loans and guarantees for projects and aims to attract private sector investment by signalling greater certainty to investors.

It is modelled on the Clean Energy Finance Corporation, which provides loans for projects in the renewable energy market - where traditional finance is difficult to secure.

Mr Albanese said it was time Infrastructure Australia played a role in facilitating, not just recommending, projects.

"At arms length from government, that would be a very positive role for Infrastructure Australia to play," he said.

Mr Shorten will tell the Queensland Media Club the "concrete bank" is not a giveaway or grants program.
