Labor says it will bring in its own proposed changes to MPs' expenses if the government does not act when parliament resumes in February.

Malcolm Turnbull has announced a plan for independent oversight and an overhaul of the rules governing parliamentarians' work expenses claims in the wake of the scandal that claimed Sussan Ley's job as health minister.

Labor leader Bill Shorten told reporters in Melbourne on Monday if the prime minister doesn't have his changes ready for parliament when sittings resume on February 7, Labor will introduce its own measures which will go further and deal with political donations and a federal anti-corruption body.
