Key policies for Morrison government

Governor-General David Hurley has outlined the Morrison government's agenda for the 46th parliament in a speech to the Senate chamber.

TAX AND THE ECONOMY

* $158 billion worth of income tax cuts split across three stages spanning the next five years

* Deliver $45 billion in surpluses over the next four years

* Create 1.25 million jobs over the next five years, including jobs for 250,000 young people

* Eliminate net debt by 2030

* See another 250,000 small and family businesses open over five years

* To see 10,000 more Australian companies exporting to the world by 2022

INDUSTRIAL RELATIONS

* Measures to make it easier to de-register rogue unions and officials

* A review of workplace laws

JOBS

* $585 million commitment to improving skills and training -- including creating 80,000 new apprenticeships and establishing 10 new training hubs in key locations of high youth unemployment in regional Australia

* Create National Skills Commission and a National Careers Institute

* Mid-career checkpoint to support people, particularly women, returning to work after caring for children or older relatives

HOUSING

* First Home Loan Deposit Scheme to allow people to access finance without having to save a 20 per cent deposit,

* From mid-2020, first home buyers who have already saved at least 5 per cent of their deposit, and who earn up to $125,000 for a single person or $200,000 for couples, will be able to get better and earlier access to mortgage finance.

* Money to unlock new housing supply

* Releasing more suitable Commonwealth land for housing development

INFRASTRUCTURE

* $100 billion for a raft of major projects around the country

* Reduce the migration cap by 15 per cent and provide incentive for more new migrants to settle outside the big cities

HEALTH

* Invest an extra $31 billion in public hospitals over the next five years

* $308 million to reduce the cost of life-changing medicines

MENTAL HEALTH

* Almost $740 million for youth mental health and suicide prevention services

* Increase support for mental health services for indigenous people

EDUCATION

* Increase funding for all primary and secondary schools, across all sectors, by an average of 62 per cent per student to $310 billion over the next decade

DEFENCE AND VETERANS

* Restore defence spending to 2 per cent of GDP

* Six new veterans' well-being hubs around the country

FOREIGN AFFAIRS

* Strengthening our relationship with the US

* Expand and deepen relationship with China

* Australia's Pacific Step-Up -- a strategy to boost engagement with Australia's Pacific neighbours

* Work with like-minded partners to uphold and reinforce the rules-based global order

ENERGY

* Introduce a default market offer for electricity and ban unconscionable late payment fees

* Five million eligible social security recipients will benefit from Energy Assistance Payments of $75 for singles and $125 for couples

ENVIRONMENT AND CLIMATE

* Meet 2030 targets under the government's Climate Solutions Plan

* $1 billion for Phase 2 of the National Landcare Program

* $1.2 billion for the future health of the Great Barrier Reef

* Reduce waste and increase recycling

* Take up a global advocacy position with other nations in the region, like Indonesia, on the health of our oceans

REGIONAL AUSTRALIA

* Create the $3.9 billion Future Drought Fund.

* Criminalise the invasion of rural properties, particularly by activists

* Concessional loans for re-stocking and replanting to help farmers bounce back when drought breaks

* Permanently raise farm asset threshold to $5 million to allow more people to access welfare assistance

* A new concessional loan product to help farmers to buy their first farm

* Five regional study hubs

* Eliminate mobile phone black spots across one million square kilometres

INDIGENOUS AFFAIRS

* Create the National Indigenous Australians Agency to oversee all policy and programs relating to Aboriginal and Torres Strait Islander peoples

* Practical efforts to ensure indigenous children are healthy and in school and live safely in their communities

* Confront youth suicide in remote communities;

* Improve employment outcomes

* Work for consensus on a way forward for constitutional recognition of indigenous Australians

OLDER PEOPLE

* Establish an Aged Care Workforce Research Centre

* $10 million to keep senior Australians connected to their communities and to one another

FAMILY VIOLENCE

* $328 million investment into prevention and frontline services as part of a plan to reduce violence against women and children

ONLINE SAFETY

* Crack down on social media providers, online predators and trolls, to better protect children and the broader community

* A new Online Safety Act

* $156 million to protect all Australians from cyber-attacks that harm individuals, businesses and national security.
