MAIN ISSUES FOR 41ST COAG MEETING:

TAX AND THE ECONOMY

- Malcolm Turnbull wants a "new dialogue for economic reform", including the GST and ways to improve how billions of state and federal tax dollars are spent.

TACKLING TERRORISM

- State leaders will present strategies to counter violent extremism, including online, and get an update from federal agencies on the threat level.

VIOLENCE AGAINST WOMEN

- Schools and technology including social media will be the frontline in getting the message out about domestic violence. Leaders will also consider recognising domestic violence orders across state borders and national perpetrator standards.

THE ICE SCOURGE

- A national ice action strategy is set to include early intervention, treatment and support services as well as a tougher approach by police, better research and support for local communities.

MEDICINAL CANNABIS

- The meeting will receive an update on work on regulatory issues relating to medicinal cannabis.
