Victorian police are considering radical new measures to curb a spike in pedestrian deaths and accidents, including banning the use of headphones or mobile phones for people walking in Melbourne's CBD.

Last year, 86 per cent of pedestrians killed in Victoria had their fatal accident in the Melbourne city area.

However, Assistant Commissioner Robert Hill appeared to draw back from suggesting new penalties for walking while listening to music.

"The solution here is not legislation, not regulation, it's about raising awareness," he said.

Police also called on drivers to take some responsibility for the incidents.

People behind the wheel are advised to keep music at a low volume or turn it off in busy areas to help increase their awareness of their surroundings.
