The federal government has unveiled a three-stage roadmap back to a 'COVID-safe' economy, outlining the details of a gradual easing of coronavirus restrictions.

Prime Minister Scott Morrison says he hopes stage three will be in place by July, allowing for around 850,000 people to return to work.

The details of exactly when each stage will be implemented will be determined by each state and territory, with the smaller states and territories with very low case numbers likely to be first to move.

Victoria and NSW Premiers have already confirmed that their states will not be introducing stage one measures immediately.

THREE STEP FRAMEWORK IN 30 SECONDS

  • The country will re-open in three stages, each of which primarily concerns the number of people involved.
  • Step one essentially covers all businesses, activities and social gatherings with a 10-person limit, step two is a 20-person limit and step three is a 100 person limit.
  • The framework is national, but the timeline of each step will come down to the individual states and territories.
  • For example, the Northern Territory has had almost no new cases for weeks, so they'll likely get to step three far before New South Wales will, which has had the most cases.
