New plans for learner drivers unveiled for Victoria

Learner drivers in Victoria will be allowed to take their permit test online from early next year under new state government changes.

Driving lessons and practicing has not been allowed during Melbourne's hard coronavirus lockdown.

Under a new $26.8 million package, a new computer-based system will allow people to log on from home for their permits and clear a massive backlog brought on by COVID-19.

The changes will also mean postponed appointments will be refunded, with 80,000 people set to be given their $19 back and new application fees waived.

"We know it's a milestone event, getting your identification, but also getting behind the wheel for the very first time," Victorian Minister for Roads and Road Safety Ben Carroll said.

"And we want to make sure that we support every young Victorian to get back behind the wheel safely and securely."

Mr Carroll said drivers will still have to visit an office for photo ID, and eye tests.

"We've already put six testing sites online and we're going to put another six online as well," he said.

"So that will be both online and physical presence of 12 testing sites throughout Victoria. We're also adding 180 additional testing staff throughout our registration and licensing offices.

He said the new measures will triple capacity for registration and licensing.

"The sites we've identified include Cranbourne, Ringwood, Coolaroo and Mulgrave."
