The limousine driver believed to be at the centre of Sydney's COVID-19 outbreak will not be fined.

NSW Police sought urgent legal advice to determine whether the driver had broken any laws while transporting international aircrews to and from Sydney airport before sparking infections across Bondi.

But today, NSW Police Commissioner Mick Fuller today said there would be no further action taken against the unvaccinated man.

NSW Police Commissioner Michael Fuller today confirmed there would be no further action taken against the limousine driver believed to be Patient Zero in the latest Sydney outbreak SMH

"I can now confirm we have received advice that there is insufficient evidence to establish that either the limousine driver or his employer breached any public health orders," Mr Fuller said in a statement.

The police chief said yesterday he was seeking a second opinion about the driver's conduct, who is believed to be patient zero in the recent outbreak.

"There is a fair bit of public outrage about it, I know the premier is certainly disappointed, so I have received mixed messages in terms or whether or not he has breached the health orders," he told 2GB.

Now with Greater Sydney in lockdown, NSW Police have reminded residents subject to the public health orders that they will be handing out fines.

Already in the past 24 hours seven people have been issued Penalty Infringement Notices for not wearing masks.

That brings the number of people fined for not wearing masks 14.

"Officers from the Traffic and Highway Patrol Command are continuing to patrol roads on the outskirts of the Greater Sydney area and will be handing out tickets to those who aren't meant to be there," Mr Fuller said.

"If you leave your home in the Greater Sydney area, you can also expect to see officers patrolling public places and public transport hubs. They are there to keep you safe."
