Bayswater Police officer-in-charge Dave Whitnell said officers found a five-year-old boy and a three-year-old girl standing in the back seat of the unregistered Honda when they stopped it in Tuart Hill on Monday.
A man in the front seat was holding an unrestrained six-month-old baby.
