A woman has turned herself in and been charged after footage captured a child riding on the windscreen of a moving car in Melbourne's south-east.

Vision shows the child clinging onto a small, grey hatchback on Greendale Boulevarde at Pakenham at about midday yesterday.

Witnesses told 9News they saw the car doing laps of the street in Pakenham with the child atop the bonnet, and at one point two or three children stood up with their heads through the sunroof.

Witness Stephen Pretty said he confronted the female driver.

"'Oh I was just having some fun with the kids,' she said to me. And I thought 'That's not fun, that's extremely dangerous," he told 9News.

Victoria Police said a 27 year-old woman from Dandenong presented herself to a police station this afternoon.

She has been charged with reckless driving and using an unregistered motor vehicle and will appear in court next year.
