Carr to expand on Labor's uni policy

Labor wants to encourage universities to focus on quality and making sure all students who enrol finish their degrees.

Opposition higher education spokesman Kim Carr is expected to use an address to Universities Australia to expand on the policy his leader outlined on Wednesday.

Senator Carr and Opposition Leader Bill Shorten note the previous Labor government's goals of increasing the amount of Australians with degrees and the proportion of disadvantaged students are nearly reached.

Now, they say, policy should turn to giving universities enough resources to make sure they can focus on quality teaching and stopping students falling through the cracks.

Labor opposes the Abbott government's policy to deregulate university fees.
