Prime Minister Malcolm Turnbull says Labor leader Bill Shorten is facing a "critical test" to his leadership over plans to re-establish a building industry watchdog.
The federal government is putting pressure on Labor to support legislation it re-introduced to parliament on Tuesday.
"It is good for the economy, it's good for workers, it's good for the members of the unions," Mr Turnbull told parliament.
