The man died from his injuries.
Insp White said the family of the man were yet to be contacted and investigations were ongoing.
He said a male officer received a minor cut during the confrontation.
"It's a terrible tragedy for all concerned," he said.
The caravan park has been taped off as police interview potential witnesses.
An internal police investigation has been launched and the officers will recreate the incident for officers from the Ethical Standards Command.
