Beaumaris alleged hit-run: Man charged over death of cyclist Deborah Locco

A man has been charged over an alleged hit and run that killed a Victorian grandmother in Melbourne's south-east.

Cyclist Deborah Locco, 60, was allegedly struck by a Holden Commodore about 5.25pm yesterday on Beach Road at Beaumaris.

The alleged driver, Christopher Hyslop, 35, was arrested just after midnight.

Victoria Police tonight said Hyslop had been charged with culpable driving, dangerous driving causing death, failing to stop, and failing to render assistance.

He has been remanded in police custody to appear in Melbourne Magistrates' Court tomorrow.

Ms Locco's brother-in-law, John Locco, earlier told 9News about his family's devastation, describing her as "talented" and dedicated to the community.

"We're devastated … Debbie was a champion of her community," he told 9News.

"She was a wife, a mother, a grandmother, she was a former school principal, and currently she was - until her tragic accident - a senior education department bureaucrat.

"She was easily met, talented, good at everything she did.

"I will always remember Debbie just as a beautiful person."

Major Collision Investigation Unit Detective Sergeant Mark Amos said it was a "disgrace" a driver would allegedly fail to stop at the scene.

"I still can't get my head around why you don't stop," Detective Sergeant Amos said.

"There is no reason, there is no excuse."

Mr Locco said his sister-in-law enjoyed regular weekend bike rides to and from Black Rock down Beach Road as part of her fitness routine.

He said it was "cowardly and gutless" for someone to allegedly leaver his sister-in-law to die in the middle of the road.

"It's a reckless loss of life. I hope the justice system is heard loud and clear on this."

Ms Locco leaves behind three children who have now tragically lost both their parents. Her husband Frank died four years ago.

South Oakleigh College principal Helen Koziaris said in a tribute statement the school community was extremely saddened by the former principal's death.

"The South Oakleigh College community is saddened and grieving from the tragic death of ex College Principal Debbie Locco," she wrote on the school's Facebook page.

"She was not only a professional colleague but a friend to all who shaped and drove educational change and supported staff, students and parents in their day to day lives.

"Our deepest condolences go to Debbie's family at this time.

"Our thoughts, love and strength are with them, she will be greatly missed, but always remembered."

Ms Locco was believed to be wearing reflective gear, had lights on and was riding in the bike lane at the time of the incident.
