Agenda set for Turnbull, premiers meeting
KEY POINTS FOR COAG MEETING IN HOBART:
* ENERGY. Chief scientist Dr Alan Finkel will present his report into the electricity market. It is expected to outline a new low emissions (or clean energy) target to reduce power prices and emissions. It will also outline ways to boost gas production, roll out better energy storage and propose a smoother path to close the most polluting power stations.
* TERRORISM. The prime minister and state leaders will be briefed by national security chiefs and discuss changing the parole system to ensure people with terrorism links aren't on the streets.
* INFRASTRUCTURE. Many of the states were disappointed with the federal budget and want their priority projects funded to boost jobs and investment.
* HOUSING AND HOMELESSNESS. Steps to boost housing supply, provide low-cost housing and service the homeless are ongoing.
* HOSPITALS. Discussions continue on long-term funding arrangements.
* DOMESTIC VIOLENCE. Update to be provided on the national action plan to reduce violence against women and children.
* INDIGENOUS. The leaders share a commitment to recognise indigenous people in the constitution but are awaiting a Referendum Council report to progress the debate.
