NT royal commission's terms

WHAT THE YOUTH DETENTION ROYAL COMMISSION WILL LOOK AT:

* Whether human rights or freedoms, federal or territory law, duty of care, or any other legal duty were breached.

* Failings in the NT child protection and youth detention systems since 2006.

* Treatment of children and young persons at youth detention facilities including Don Dale centre in Darwin.

* What oversight and safeguards were in place.

* Whether there was a failure of 'culture' or management.

* Whether the NT government could have done more to act on past reports.

* What new NT laws could prevent mistreatment of children and young people in detention.

* What improvements could be made to the child protection system, including early intervention options and pathways for children at risk, access to mental health and medical care.

* Whether compensation could be paid to mistreated youths.
