Theo's Sydney cafe has been limping along every since scaffolding went up to fix cladding on the apartment above more than a year ago.

Businesses below claim they were told it would take six months, but 12 months on it's still there.

What's worse, they say they've just been told there's a new issue and 18 months more work needs to be done.

"We're trying so hard to build this business up, but if they're going to block us and do all these works to our business, it's just, I'm kicking a wall," Theo said.

Theo claims his trade is down more than 20 per cent each month since the scaffolding was erected, and he's barely holding on.

"I don't think I'll be able to make it another month or so," Theo said.

"I've really really squeezed every dollar I can and trying to pay everything I can."
