Eight German shepherds are crammed together on a boat.

And neighbours are in consternation about the noise and the smell.

"We're very fortunate to live here, but at night time, every noise echoes off the water and those dogs, it's constant," neighbour Denise said.

"It's just around the clock."

And from 20 metres away, the smell coming from the boat is foul.

From what it seems, the dogs are pooing all over the boat.

When a woman was spotted on shore with the dogs, she was asked about it.

Her response wasn't especially friendly.

"All them people can go shove it up their arse," she said.

"It's none of their business and it's none of your business."

The RSPCA has investigated, but there's nothing it can do.

"RSPCA Inspectors have investigated multiple animal welfare concerns involving dogs living onboard a vessel. Our investigation found no breaches of animal welfare legislation," a statement to A Current Affair read.

"RSPCA is advised that the number of dogs onboard has recently decreased, and the owner has cooperated throughout."

The council said it was aware of the community's concerns and was investigating if any local laws have been breached.
