Godwin vs neighbours

He abuses them, paints vile artwork on his fence, rants in the street with a megaphone.
The police haven't been able to stop him, and neither can the council.
It seems the Godwins of Australia fall through the cracks, and everyone else pays the price.
Statement from a Moorabool Shire Council spokeswoman:
Council has for many years, been working very hard on achieving outcomes in Love Close that benefit both Mr Aquilina and his neighbours.
Council understands the neighbours’ concerns, and in the past 12 months, we have issued clean-up notices, done clean-ups of the site, cleaned graffiti off his fence three times and removed offensive material from the site.
We are trying to bring as many agencies to the table as possible to achieve suitable outcomes for all concerned and we will continue to work with everyone to accomplish this.
