Ryan Meuleman was 15 years old when he was involved in a near-fatal collision with a car while riding his bicycle on Victoria's Mornington Peninsula.

More than 10 years on, a bombshell review into the crash has claimed the driver was not breath tested, the police report was missing critical evidence and those in the car were allowed to drive away.

The review claimed the police investigation was a "cover-up" to protect former Victorian Premier Daniel Andrews and his wife Catherine - who was allegedly behind the wheel.

The Andrews have maintained the crash was the teenager's fault, but Ryan's father Peter Meuleman told A Current Affair details of the review have caused him to "lose faith in the entire system".
