US swimming star Michael Phelps has apologised on Twitter after he was caught driving under the influence for the second time this morning.
Phelps was pulled over by police at 1.40am today in his white Land Rover and failed a sobriety test, TMZ reported.

He was charged with DUI, excessive speeding and crossing double lane lines.
The swimmer pleaded for forgiveness in a series of tweets on social media.
The 18-time Olympic gold medallist has previously been arrested for a DUI in 2004 when he was charged with a similar offence when he was 19-years-old.
