Video has emerged appearing to show the moment a surface-to-air missile hits an Ukrainian passenger jet in Tehran.

The New York Times has obtained the video, which shows a large flash of light as what is purported to be a missile makes contact with the plane.

The Ukrainian International Airlines flight crashed shortly after take-off from Imam Khomeini International Airport in Tehran on Wednesday, killing all 176 on board.

The plane appeared to fly back to the airport on fire before it exploded and then crashed, the outlet reports.

Canadian Prime Minister Justin Trudeau has joined US officials in blaming Iran for firing the missile which came just hours after the country launched a ballistic missile attack against Iraqi military bases housing US troops.

The plane carried 167 passengers and nine crew members from Iran, Canada, Ukraine, Sweden, Afghanistan, Germany and the United Kingdom. AP

"The intelligence and evidence suggests that it's a surface-to-air strike," Mr Trudeau said.
