French President-elect Emmanuel Macron was caught rehearsing his victory speech and having makeup applied during a television blunder that saw the behind-the-scenes moment beamed out live.

As the world waited to see the first speech from the newly-elected French leader, a live feed blunder instead broadcast vision of the 39-year-old in preparation.

Viewers saw the pro-Europe centrist practising his speech, drinking water and having makeup applied to his face.

Unaware that the preparations were being broadcast, it was a far cry from the confident former investment banker who just minutes later declared a "new page" had opened in France's history.

Macron later vowed to "defend France and Europe" in front of a crowd gleefully waving red, white and blue tricolour flags at a victory party outside the Louvre Museum.

He is believed to have won 65 percent of the popular vote.
