Is it ever okay to discipline someone else's kids?

Ooh boy is this ever a sticky situation.  Look, I don’t have kids but like most non-breeders I certainly do I have opinions about misbehaving kids.  As far as I’m concerned if you and your children are visiting my house you have to follow my rules. 

My parents are both teachers so I have a very good “teacher’s voice” that terrifies young children and I’m not afraid to use it.  

However, some people believe disciplining children is the role of parents only. And even if I use a stern voice I’m stepping over the mark.

So, who’s right?

What if your child is being bullied by another child in a playground? Would you discipline a stranger’s child?
