A Pennsylvanian woman has left her stepmother in tears after she surprised her with a request for a formal adoption.

Video of Lewisberry resident Diana Gopear tearfully reading step-daughter Emily’s request out loud was posted to her Facebook page last week.

“From the first day you walked into my life you inspired me,” Ms Gopear can be heard reading, after finding a letter inside a length of wrapping paper – a gift marking her 46th birthday.

Suddenly overwhelmed by emotion, Ms Gopear breaks off, protesting: “I can’t read this”, before continuing.

“Without you I wouldn’t be the woman I am today,” she reads.

“You are an amazing woman. You are tough, beautiful, hard-working and loving.

“I love you for the way that you stop and listen and for your kind support throughout the years.

“Will you adopt me?”

As Ms Gopear recites the question she breaks down, and step-daughter Emily can be seen entering the shot to embrace her.

"I had no idea they were doing it (organising the adoption). It was the best birthday ever," Diana Gopear later told ABC News US.

"I always felt like they were my own. There was no difference. My heart is very full."

The following day, Emily’s sister Christina, 23, also popped the question to her stepmother.

"I had this whole speech, and she was crying," Christina told ABC News US.

"At the end, I got down on one knee and said, 'Will you adopt me?'

“She hugged me, and it was one of the best feelings."

Ms Gopear married Emily and Christina’s father 16 years prior in 2001.
