WA offenders can't be forced to reform

West Australian Corrective Services Minister Joe Francis says he can't force violent and sexual offenders to reform themselves before being released from prison.
During budget estimates on Thursday, the opposition asked Mr Francis to provide the number of sex offenders let out of jail over the past 12 months without having participated in educational programs.
"I can't physically force someone to pay attention and reform themselves if they choose not to," Mr Francis replied.
