Man charged after counter-terror police stand-off in Victoria

One of two brothers shot by police during a stand-off on the Victorian-NSW border has been charged with assaulting officers and ramming their car.

Joshua Clavell, 30, and his 19-year-old brother Joel were shot near a camping ground at Barnawartha North on Wednesday when an attempted counter-terror assessment turned violent.

The older brother was hospitalised in the NSW border town of Albury before being charged with offences including seven counts of assaulting police.

He is also charged with aggravated intentional exposure of police to risk by driving and damaging an emergency services vehicle by reckless driving.

A court hearing at Albury on Monday approved his extradition to Victoria, and he is expected to appear in the Melbourne Magistrates Court on Wednesday.

Meanwhile, Joel Clavell remains in a critical but stable condition under police guard at Melbourne's Alfred hospital.

Police last week revealed Joshua Clavell was on a terror watch list and had a longstanding hatred of police in the lead up to the shooting.

Counter-terrorism detectives knew the pair were in the area area after they relocated to Victoria from NSW.

But when local officers tried to pull the brothers over to assess the 30-year-old's threat level, the two men allegedly rammed the police car and lunged at officers with a knife and a tomahawk.

Police said they had to quickly shoot the older brother.

Attempts to negotiate with the younger man were unsuccessful and he was tasered before being shot.
