WINNERS

* Labor leader Daniel Andrews to become Victoria's 48th premier after a swag of opinion polls predict victory

* Greens Ellen Sandell wins the minor party's first lower house seat of Melbourne, upsetting Labor's Jennifer Kanis

* Labor deputy leader James Merlino claims victory in the marginal seat of Monbulk. It was held by Labor by 1.9 per cent but became notionally Liberal with a 1.1 per cent margin under redistribution. Anointed new education minister

* The Ballarat seat of Ripon, possibly the only seat Liberals can claim. Held by Labor's retiring Joe Helper but notionally Liberal under last year's boundary redraw

* Labor's Lisa Neville claims she looks to have retained the marginal seat of Bellarine in Geelong with what she said may be a swing of up to seven per cent

LOSERS

* Liberals suffer historic loss, becoming first one-term government since 1955

* Nationals look like losing three seats, including Shepparton, which was supposed to be one of its safest seats. With 49 per cent of the vote counted, it appeared independent Suzanna Sheed would beat sitting member Greg Barr
