A teenager has been charged over an alleged beachside hit-and-run on Victoria's Phillip Island that left another teen injured and unconscious.

The 18-year-old victim was knocked over by a four-wheel drive as he walked along the edge of a beachside road about 3.35am on Friday, police say.

The driver allegedly didn't stop on The Esplanade in Cowes, but was intercepted and arrested just after 4am on the Bass Highway, more than 20km away.
